Department info:

The Funds Management and Banking Department advises on and operates the Government of Canada's debt programs, invests the government's financial assets and manages the government's exposure to financial risk. The department makes and receives payments on behalf of the government, and ensures that funds are available for the government's daily operating needs. The department also acts as fiscal agent for the federal government's retail debt program, which offers Canadians the opportunity to purchase a share of the country's debt.

Job Summary*:

The Business Support Supervisor reports to the Assistant Director of the Business Effectiveness Team. The team's mandate is to lead the strategic and business management practices of the department and ensure the effective continuity of its critical operations so that the department is able to provide the greatest value to the Government of Canada and to Canadians.

The Business Support Supervisor develops and leads a team of Executive Administrative Assistants and provides analytical support to optimize, improve and evolve the office management practices of the department and its business lines (senior and middle management and ensures the continuity of administrative operations through effective and efficient day-to-day operations.

Central Responsibilities:

contribute actively to the leadership and planning of the Business Effectiveness Team's work plan

ensure effective management of human resources for the business unit, including recruiting, developing and coaching staff; assigning work; regularly assessing productivity, quality of services and deliverables; and managing performance accordingly

is accountable for streamlining and managing centralized administrative and business processes and related budgets to ensure alignment with the Bank's mandate and strategic objectives; to this end, the Business Support Supervisor is accountable for analysis and development of new or improved administrative processes that take into account all business line perspectives and contexts

ensure efficient and high-quality secretariat services to the department's senior leaders, managers and business line teams; departmental committees; and communities of practice

is accountable for subject-matter expertise in key management and administrative processes with respect to financial management reporting, procurement, vendor management processes and invoicing processes

oversee the secretariat services for the departmental Extended Leadership Team/Strategic Leadership Team, including maintaining the work plans of the Extended Leadership Team/Strategic Leadership Team and the Business Effectiveness Team

work closely with the Senior Analyst and the Chief's Executive Assistant in the implementation and ongoing administrative logistics of the Funds Management Committee secretariat services

provide assistance in the deployment of the Enterprise Content Management program

is responsible for work inspection reports and follow-up action items

Key Requirements:

university degree in a related field with three years of increasing levels of management responsibility

or

an equivalent combination of education and experience may be considered

in addition:

English and French essential

linguistic requirement: functional in second official language (training may be provided to help the selected candidate reach the required level of fully functional)

knowledge of corporate administrative process, policies and practices

knowledge of office management (e.g secretariat services, budget management, service quality improvement and administrative process improvement)

excellent change management and action management skills

excellent communication skills

strong client relationship skills

strong conflict resolution and negotiation skills

strong analytical skills

excellent team leadership skills and ability to develop the skills of others

Assets:

fully functional in second official language

organizational awareness

knowledge of the department's policies, procedures and objectives

knowledge of the Bank's and the department's functional mandates and mission
